By troll farmers and their useful idiots who want to depress blue turnout in the election by leveraging the average Americans' (yes even the oh so theory read leftists) political illiteracy both in terms of what a president actually has authority to do and also in terms of what possible consequences might actually be on the line if you just flip the table like these people are demanding.

And before anyone shows their ass, I'm Palestinian American, my grandfather's family are Nakba victims still stuck in Jordan, and I'm much more worried about Truck Nuts McGee feeling re-emboldened to threaten my life in public for wearing my Kufiya than I am about feeling like some kind of traitor or hypocrite for voting for Biden despite pulling my hair out over how much he's at least publicly soft gloving Netenyahu.

Flipping the table creates terrorism, ie every instance of the US occupying foreign territories...

Not every instance, Western Europe and Japan post war were pretty smooth transitioning out of occupation.

I think the difference is that with them the US had actually fully subdued the enemy force in question before switching to occupation mode

The victor is not victorious until the vanquished considers themself so.
