No due to the fact that mistrials can occur. Once you've killed someone who was actually not guilty it's pretty hard to make that up afterwards.

Lol even if the number was 100 million, that's what? Less than a million per year that socialism has been tried on Earth (1917-2022). Considering there were a lot of violent revolutions to achieve socialism there must have been a shit ton of years that not a single person died in the socialist world. Chalk another one up to juche necromancy comrades.
I mean, they had limited casting budget, but also as a piece of art a story needs be driven by the characters and also inform their development as characters. Given those parameters the showrunners had to find a way to force the characters of Riker, Picard, and Data to grapple with the issue. Great episode though
