The one thing it seems to be lacking, unless I'm missing it, is a "cost" variable. Since what we'd like to see and what we can afford to build are often very different, it would be nice to have a cost variable to play with!

True! You could even have upfront cost vs. costs over time. Although if it's too complicated, it'd turn into SimCity after a certain point.
I mean, I actually would be really into playing a sustainability focused simcity. Sounds so fun lol Maybe you start out with a modern city and have to work to revamp it into a sustainable city. Or as you build a city you have to manage cost, citizen satisfaction, and environmental effects.
