If you talk with people in Skyrim, regardless of their opinion on Empire itself, literally nobody believes Titus will do anything good, at best they maybe hope entire thing will not break in nearby future.

When I talk to people in Skyrim, they never mention the Emperor

That's the point. In Oblivion, like half of the people remembered Tiber Septim, and even Martin was talked by everyone who knew of him. Titus Mede is never talked, like "Emperor? Wait, whathisname, no matter", it's just empire this empire that. He could disappear and Penitus Oculatus maybe would notice. He gets talked around the quest to assassinate him. Hell, nothing happens at all after you kill him too.

I did a playthrough as the dark brotherhood to kill the emperor before joining the legion so I could kill Ulfrick next.

On my last playthrough I destroyed the Dark Brotherhood

I usually do that now. It destroys alot of game content, but killing Astrid when you first meet her makes sense if you want to play a character with a conscience.
