THE Ohio State University is the size of a medium-sized town (~50,000 people), to it isn't strange that they would have a SWAT team. Access to surplus military vehicles for policing is weird, but that's the US.
IIRC Disney has its own fire and police departments because the sheer size made it difficult to respond to incidents with regular first responders.
