Because it's a story about spending far more money on the law enforcement side of a problem when that money could be spent on the administration side of a problem.
If they spent all the money they had wasted on the enforcement side of the problem on the administration side then they almost certainly would have fixed the "illegal immigration" problem they have been banging on about.
