They are from the whole federation. (Unless you are in a community that has de-federated itself)

A community can defderate itself? I thought only instances has the ability to federate or defederate.

Supposedly instances can put it so there are no downvotes, only upvotes so i wonder how that works with this.

Also while i think votes should by default cover all of lemmy it would be cool to see instance and community subscriber votes seperately.
