The Erwaermen route Roz just did included a worthiness test that she passed easily (she wanted to read, not rule).

That worthiness test might be what previous royals failed at, so they added a chamber to the underground archive where they could copy a Grutrissheit lite containing just the important magic for running the country, without the full Erwaermen wisdom download.

As long as you have 7 tablets, you can probably make any knowledge you have appear in a book by chanting "grutrissheit", regardless of whether you got a full download or not.
