Can a cigarette even light diesel? Doesn't it have a quite high flaming point?
If you saw someone smoking next to a diesel tanker, would you go hang out with them?
A lighter could ignite the fumes. Generally speaking a cigarette isn't likely to cause a fire unless it's thrown into some dry grass/leaves and left for some period of time.
