#1 is party mode, #2 is for business.
So it's like the mullet of necktie necks, then.
But instead of "business in the front, party in the back",
It's more along the lines of
"party up here, business down there".
Anyways... ties hang at the neck at shoulder height. Nobody wear a tie above the Adam's apple.
