Forcing cycling in the primary lane keeps children, the elderly, and the inexperienced from cycling at all. Riding a bike while a car follows you closely (as most drivers do) is very uncomfortable if you feel just slightly insecure in traffic.
Plus, I personally know 2 people who were run over from behind while cycling in the center of the lane by car drivers.
